They initially said it would take until Tuesday, but I got a call today saying it was ready. I picked it up after work and it is home and I love my car.

Probably depends on what they make automobile on-board computers out of, and what happened to it when it was fried. If it was also covered in oil/grease, they couldn't just throw it away.

Trufax: Car on-board computers are made from medical waste and depleted uranium. $2.50 is probably a bargain to cart that off.

From the EPA Website:
"Electronics are complex devices which are made of a wide variety of material constituents. Some of the constituents, such as lead, nickel, cadmium, and mercury, could pose risks to human health or the environment if mismanaged at their end-of-life. EPA is very concerned about ensuring the proper management of used electronics and has undertaken important work to increase the collection and responsible recycling of used electronics."

Disposal of electronic devices is fairly regulated, and can be expensive. $3 for an ECM module is actually fairly low. Depending on the module, I've seen prices between $5 and $20 just for disposal fees on automotive electronics.
