There are various stories out there that entertain the concept of an "immunity" to magic. Some examples include Milo from The Wotch, Dex Garrit from Dominic Deegan, and Jennsen Rahl (and other Pillars of Creation) from the Sword of Truth series.

Each of these examples are portrayed in different ways. For example, Dex Garrit isn't affected directly by magic - he cannot be harmed or healed by it - but he can slip on ground turned magically to ice. It's insinuated that he can also be affected by illusions, though this isn't explicitly stated and may be proven false in a future storyline. Milo cannot be harmed or hurt by magic, but he surrounds himself with it every day, and is able to properly identify it. Conversely, the Pillars of Creation, such as Jennsen Rahl, cannot even percieve most magic - unless it is connected to the world of death, since death affects everyone.

It makes you wonder about such an idea. It obviously is a popular one, and one that is commonly explored, but usually only as a side-note. Rarely is it used with a main character; a "mundane" in the world of the extraordinary. (Xander doesn't count. He's affected by magic just fine, and even uses it himself. He's just normal in the every-day, average one-eyed man kind of way.)

Anyway, a person who is a Resistant would in fact be rare, and definitely would have a unique viewpoint. Would he be jealous of those who can use it, or would he be thankful that the arcane isn't messing up his own life? Would he be able to view it or interact with it, or is he completely blind to anything supernatural?
