EPA is very concerned about ensuring the proper management of used electronics and has undertaken important work to increase the collection and responsible recycling of used electronics."
Disposal of electronic devices is fairly regulated, and can be expensive. $3 for an ECM module is actually fairly low. Depending on the module, I've seen prices between $5 and $20 just for disposal fees on automotive electronics.
